(

On August 19,2004, Intelligence and Investigation Unit received an e-mail from
Correctional Chieflnvestigator Timothy Thrasher, Shelton Correction Center. He stated
that he received word from his IMU Lieutenant that his niece who is currently on
supervision and was released from WCCW on 6-21-2004 is currently dating a
Correctional Officer from the facility.

When offender_was returned to the facility on a violation I met with her and
questioned her as to whether or not she had been in contact with one of the officers that
work at WCCW outside of the facility. She stated no and went on to tell me "these
.bitches here don't like the fact that I'm the one who's painting the officer's office." She
said she spent a lot of time in the office. I asked her why someone would report this and
she said that maybe it was one of friends. When I asked why her friend would make
something like this up and could I get in contact with that friend - she responded that her
frien~as mad at her and that she didn't know her whereabouts because
she w~She then said t h a " - said she would get back at her.
Shortly after this, another offender approached me and told me that Ms.-.rmd been
inquiring as to what staffs were working in MSU, specifically Officer Brooks. I
continued monitoring her telephone calls. On September 8, 2004, she made a call to her
mother she specifically asked her mom to get her address book and stated on the phone
"look under the B's - don't say the name - just give me the number." Her mother gave
the following numbe
On September 9,2004, the offender was being released and I met her in the Reception
Unit before she was being released, I asked her to empty her bag on the table at which

time I found a blank kite with the phone number above written on it. I then questioned
her about whose number was on the kite and she stated it belonged to Officer Brooks. I
asked her why did she have Officer Brooks number, she said she was going to have him
pick her up.
Ms_said that she had met officer Brooks sometime in the early part of August, in
front of a restaurant in Tacoma. She said they talked for a little while and exchanged
phone numbers before they parted ways. She stated that she spoke with officer Brooks 23 times before meeting again in July at a McDonalds in Centralia, Washington. She said
they left McDonalds and went to his apartment in Lakewood. While at his apartment
they listened to music and drank a couple of rum and cokes. Then later that evening they
went out to a bar (wasn't sure of the bars name,) danced and listened to music. Ms.
_ s a i d that before the bar closed they left and returned to his apartment were she
~everal rum and cokes. I asked if officer Brooks drank. She couldn't remember if
he drank or not. Then she said she stayed overnight at his apartment and that they had
intercourse several time throughout the evening. The next morning he drove her back to
her house in Centralia. I asked her what type of vehicle he drove her home in and she
said a black Acura.

I asked ifhe had any pictures around his apartment. She said there were family pictures.
Then I asked what color of furniture did officer Brooks have. She said his couches were
black.

Ms~id Officer Brooks called her in the middle part of August and left a voice
message to call him. She said she returned his call, he told her he needed to talk, but they
didn't see or talk to each other after that.

Due to additional information received by the I & I office, I met with Officer Brooks a
second time on September 10,2004. I explained to him that during the previous
investigation we received additional information of his involvement with an offender on
supervision. The following is the questions that I asked Officer Brooks in the presence of
Correctional ChiefInvestigator Steven Baxter and Sergeant Rodney Nordby as his Shop
Steward.

belonging to Officer ~ CO Brooks had no explanation for an inmate having
his cell phone number. CO Brook has since changed his number.
I1M~ade allegations that she had talked with CO Brooks and had dated
him onetime ending in having intercourse several times in the course of the night.

I was informed by Officer Guebelle that she was very concern about the way her shift partner(Officer Brooks) left
the unit today. Officer Guebelle expressed that some black inmates were trying to make a racial issue about what
happened.Told Officer Guebelle to continue to maintain her professionalism.

Officer Brooks contacted me today at 12:15 p.m, he requested that he be allowed to stay in his MSU post do to child care
issues. I told him that he had been replaced at this time. I did not discuss his situation with him but stated I would forward
his request to Mr. Cooper.
