INAPPROPRIATE CONTACT

On June 17, 2003 at approximately 1318 hours, I stepped out of my office (Room
A-11) to go into the Staff Break Room in A Building (Room A-17) to get an item
out of the refrigerator.
The lights were off in R90m A-17 (which is standard practice when the room is
not occupied). As I stepped into the break room, Officer Henry Torres and
OffendEUi~erein the middle of an embrace. As soon as they saw me,
they broke the embrace. They did not appear to be kissing, but had each other's
arms fully wrapped around each other.
I began to address Officer Torres and Offende_ushed past me into the
.
women's restroom across the hall.
I asked Officer Torres what was he doing and he made statements to the effect
of "this was the first time this has happened," "please don't report this," and
"this won't happen ever again."
I advised Officer Torres that I could not ignore this and told him to follow lTle. .
down to the ShiftLieutenant Office sin/ce I had to report this. Offende~~~<:
remained in the rest room.
