FBI Approves Rapid DNA Workflow for CODIS

The FBI approved the first Rapid DNA workflow capable of generating qualifying crime-scene DNA profiles eligible for searching the national Combined DNA Index System (“CODIS”), a development that could significantly accelerate criminal investigations while raising concerns about how rapidly generated forensic evidence is used in the justice system.
The FBI’s National DNA Index System approved Thermo Fisher Scientific’s Applied Biosystems RapidINTEL Plus Cartridge for use with qualifying forensic crime-scene samples processed on the RapidHIT ID System. Samples that are less likely to qualify include mixed DNA from several contributors, highly degraded skeletal remains, low-template or “touch” DNA, contaminated evidence, and samples that produce only partial DNA profiles.
Previously, Rapid DNA technology was largely limited to reference samples, victim identification, and jail booking applications. The new approval allows accredited forensic laboratories to generate qualifying crime-scene DNA profiles that may be searched against CODIS within hours instead of the days or weeks typically required through conventional laboratory testing.
Supporters say the technology could dramatically shorten investigations by allowing law enforcement to identify suspects more quickly or eliminate innocent individuals from suspicion early in an investigation. According to the FBI’s approval requirements, Rapid DNA profiles remain subject to laboratory validation, qualified analyst review, accreditation standards, and existing FBI Quality Assurance Standards before becoming eligible for national database searches. Officials stress that the technology is intended to supplement, not replace, traditional forensic laboratory analysis.
Despite those safeguards, the expansion of Rapid DNA into criminal investigations raises concerns familiar to critics of forensic science. History has shown that new forensic techniques are sometimes embraced by prosecutors and investigators long before their limitations are fully understood. Wrongful convictions based on bite-mark comparisons, microscopic hair analysis, comparative bullet lead analysis, and overstated DNA testimony demonstrate the dangers of treating forensic evidence as infallible.
The Los Angeles Times warned of the potential dangers of using Rapid DNA in criminal investigations in an article from seven years ago. The piece revealed that “both privacy advocates and some forensic scientists fear police will abuse the technology to test people without their informed consent, or to mishandle evidence that could compromise prosecutions.”
Civil liberties advocates also warn that faster DNA matching could encourage investigators to place undue confidence in preliminary results, potentially leading to premature arrests or tunnel vision before all evidence has been thoroughly evaluated. Although the FBI requires analyst review and accredited laboratory oversight, human error, contamination, software failures, or improper interpretation remain possible. Additionally, broader use of Rapid DNA technology may renew debates over genetic privacy, database expansion, and the retention of DNA profiles from individuals who are ultimately excluded as suspects.
If implemented with rigorous quality controls and judicial scrutiny, Rapid DNA analysis could become a valuable investigative tool. However, criminal justice reform advocates caution that speed should never come at the expense of scientific reliability, due process, or the careful validation necessary to prevent future wrongful convictions.
